All procurement and contracting transactions are conducted in a manner that provides maximum open and free competition.

The Alliance uses contracts with local service providers to provide services in accordance with its approved Area Plan on Aging. Contracts awarded by the Alliance must comply with all applicable Federal and State contracting and procurement regulations, as set forth in Title 45 Code of Federal Regulations (CFR) part 74 – Sub-Part C, Ch.287.057 Florida Statutes (F.S.), U.S. Office of Management and Budget (OMB) Circular 110, Florida Department of Management Services (DMS) Rule 60A-1, Florida Administrative Code, and with the most current Department of Elder Affairs Program and Services Handbook. Additionally, Alliance contracts with for-profit organizations will comply with the cost principles that are applicable from 48 CFR Subpart 31.2, Federal Acquisition Regulation (this last item updates all references to 41 CFR 1-15.2 Federal Procurement Regulations.)

Procurement Calendar

  • Alzheimers Disease Initiative (ADI) – Release of Request for Proposals: Fall, 2026,  for six-one year funding cycles beginning July 1, 2027
  • Community Care for the Elderly (CCE) – Release of Request for Proposals: Fall, 2022, for six – one year funding cycles beginning July 1, 2023
  • Older Americans Act (OAA) – Release of Request for Proposals: Fall, 2024, for six – one year funding cycles beginning January 1, 2025
